Summer and
After-School Meals Programs for Kids
With the area’s
economy still struggling, large numbers of people are facing hunger or food
options that, while cheap, aren’t healthy. No matter your age, not eating well
will take a toll. Hungry kids fall behind in school. Adults who fill up on
empty calories easily become overweight or obese, and get conditions like
diabetes and cardiovascular disease. Older people without good nutrition more easily
get sick, and have a harder time springing back.
The costs to
individuals and their families — and to all of us in lost productivity and
strains on the medical system — are unacceptable and unsustainable. That’s why
United Way is leading a broad-based effort to make King County a hunger-free
community.
Our plan focuses on
strengthening the infrastructure of the emergency food system, connecting
families to federal nutrition benefits and ensuring families have access to
healthy, nutritious and culturally appropriate foods. We are particularly committed to making sure children
who are eligible for free or reduced price school meals have access to food
after school and during the summer months.
In 2012, United Way of King County will
award up to $250,000 to increase participation in two federally funded child
nutrition programs:
Summer Food
Service Program (Summer Meals):
The Summer Food
Service Program (SFSP) is a federally-funded child nutrition program that
provides reimbursement to local organizations that provide free, nutritious
meals to low-income children and teens when school meal programs are not
available. Washington’s SFSP, also known as the Summer Meals Program, can offer
up to two meals per day: breakfast, lunch, dinner and/or snacks
Meals must be
served in low-income communities where at least 50 percent of children are
eligible for free and reduced-price school meals or in other locations
where at least 50 percent of the children enrolled in a specific program are
eligible for free and reduced-price school meals.
Grant funds will
help organizations expand access to and participation in USDA supported summer
meals programs. Funds may be used either by current meal sites/sponsors to help
them expand their capacity or increase the number of days they operate; or they
may be used to help establish new summer meals sites. Eligible expenses may
include (but are not limited to) equipment, activities, personnel, and
marketing and outreach materials.

At Risk After
School Meals Program
The
at-risk afterschool meals component of the Child and Adult Care Food Program
(CACFP) offers federal funding to afterschool programs that serve a meal or
snack to children in low-income areas.
Reimbursement
for at-risk afterschool snacks has been available since the 1990s. However,
reimbursement for at-risk afterschool meals was available only in a few States.
The Healthy, Hunger-Free Kids Act of 2010 (P.L. 111-296) expanded the
availability for at-risk afterschool meals to all States.
Grant funds will
support after school programs that are starting to utilize the USDA “At-Risk”
Afterschool Meals and Snack Program (ASMSP) for the first time and have startup
costs associated with operating a new site(s). Eligible startup costs include health inspection fees,
equipment purchases such cooling and warming units, tables and chairs, activity
and craft supplies, or outreach materials to inform parents and neighborhoods
about the new program

King County, WA
ü Agency is certified as a 501(c)(3) nonprofit
organization or a Government Agency participating in the Summer Food Service
Program or at-risk afterschool meals component of the Child and Adult Care Food
Program (CACFP)
ü Agency does not engage in discrimination
based on age, gender, race, sexual orientation, national origin, religion or
presence of a disability in the delivery of services
ü Agency is willing and capable to comply with
all United Way contractual obligations including: outcome and client
demographic reporting, submission of annual audit or financial review, have an
up-to-date listing with the 2-1-1 system.

Patriot Act requirements
